Industry Specific ComplianceThe Joint Electricity Regulatory Commission (JERC) on June 02, 2025, issued the Joint Electricity Regulatory Commission (Framework for Resource Adequacy) Regulations, 2025.

This shall come into force from June 07, 2025.

The following has been stated namely: -

• It shall extend to the State of Goa and the Union Territories of Andaman and Nicobar Islands, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, Lakshadweep, and Puducherry.

• The objective of these Regulations is to implement a Resource Adequacy framework for reliable demand fulfillment through optimal generation and transmission planning, demand forecasting, procurement, and compliance monitoring.

• These Regulations apply to generating companies, distribution licensees, SLDC, STU, full open access consumers, and other grid-connected entities under JERC (Goa & UTs), with distribution licensees required to include partial open access consumer demand in RA planning.

• Chapter 3 outlines the provisions for Demand Assessment and Forecasting.

• Chapter 4 outlines the provisions for the Generation Resource Planning.

• Chapter 5 outlines the provisions for the Power Procurement Planning.

• Chapter 6 outlines the provisions for Monitoring and Compliance.
